Collection description

Lothian Valuation Roll contains an entry for all non-domestic properties in the Lothian's area specifically in the following postcodes EH1 – EH30, except those specifically excluded by law. Each entry in the Roll includes the Net Annual Value which has been set by the Assessor and the Rateable Value. The Rateable Value is derived from the Net Annual value and as legislation currently stands, for the majority of properties, Rateable Value and Net Annual Value are the same.

About the data provider:
The Lothian Valuation Roll Data Extracts came from Lothian Valuation Joint Board. The Lothian Valuation Joint Board is a Public Body established in 1996 to provide valuation services to the four councils of Lothian: City of Edinburgh, East Lothian, West Lothian and Midlothian.

The Assessor is appointed to head the organisation and to ensure all statutory duties are fulfilled. The four councils have also appointed the Assessor as their Electoral Registration Officer. The Board is responsible for compiling, maintaining and dealing with appeals for the Electoral Register, Council Tax Valuation List and Valuation Roll.

The Electoral Register is provided to the Returning Officers of our four constituent Councils to enable eligible electors to vote at the various elections and referendums held in their area. Due to data protection rules the Electoral Register cannot be accessed online but is available to view at various public display locations.

The Council Tax Valuation List is provided to the Finance departments of the four constituent Councils and the information forms the basis of the calculation of Council Tax liability and water charges. The Council Tax Valuation List can be viewed online at www.saa.gov.uk.

The Valuation Roll is also provided to the Finance departments of the four constituent Councils and the information forms the basis of the calculation of Non-Domestic Rates liability. The Valuation Roll can be viewed online at www.saa.gov.uk

Access and restrictions:
The Lothian Valuation Roll data are available for non-commercial academic research use only. The data is available to request as Safeguarded data under UBDC's End User Licence. To use the data, researchers need to apply to UBDC setting out a summary of the work they plan to undertake so that the usage can be assessed against these criteria. Please apply to UBDC. If the intended use falls within the terms of the licence, researchers will be asked to sign an End User Licence agreement. Datasets will be shared with eligible applicants on receipt of completed license agreements.
